Financing Incentives and Options

California Capital Access Program (CalCAP)

CalCAP encourages banks and other financial institutions to make loans to small businesses that fall just outside of most banks’ conventional underwriting standards. Program provides cash to cover the collateral shortfall of loans, financing of heavy-duty trucks and buses, including retrofits and incentives for the purchase and installation of electric vehicle charging stations.

Industrial Development Bond (IDB) Financing Program

Provides manufacturing and processing companies  low-cost, low-interest financing for capital expenditures. Financing range is $1 million-$10 million. Eligible expenditures include: acquisition of land, building construction, building renovation, purchase of machinery and equipment.

New Market Tax Credit (NMTC) Program

Federal program created to spur new or increased commercial or industrial investments in economically distressed areas.  Businesses can receive capital to fund projects (20%-23%), expand or refinance debt. Ideal for businesses seeking $1-$9 million of additional capital. Candidates must demonstrate their project will serve or provide investment capital for low-income communities or low-income persons.

City of Fresno Revolving Loan Fund

Business must be within limits of City of Fresno and unable to obtain full project financing from a conventional lender. Funds can be used for inventory, working capital, equipment purchase, and/or leasehold improvements. There is typically a job creating requirement of 1 per $35,000 loaned.

Microloan Program 

Loans of up to $50,000 can be made to businesses located anywhere in Fresno County. Funds can be used for inventory, working capital, equipment purchase, leasehold improvements.

Hometown Entrepreneur Loan Program “HELP” 

Loans of up to $50,000 available to businesses in low-to-moderate income census tracts within the City of Fresno. Other Business Loan Programs

SBA-504 – Loans up-to-$10 million can be made anywhere in the Valley. Funds can be used to buy, build, or buy and remodel an owner-occupied commercial building to house your own business. For more information, contact the City of Fresno or Cen Cal Business Finance at (559) 227-1158.

SBA-7a– Loans up-to-$1 million can be made to businesses anywhere in the Valley. Funds can be used to buy an existing operation as an ongoing concern, NOT just the assets. For more information refer to www.sba.gov.
