Fresno CHIPS Incentives Program

  • Performance-based incentive offered to companies wishing to establish facilities for front-end semiconductor commercial fabrication, back-end production, and/or wafer and materials manufacturing in the City of Fresno.
  • Fulfills the covered incentive requirement for applicants to receive direct funding through the federal CHIPS Act.
  • Development incentive agreements negotiated with the City Manager may subsidize applicants $1 for every $15 of labor income resulting from the project, in the form of a property/sales tax abatement.

New Employment Opportunities (NEO)

  • Up to 100% wage reimbursements offered to Fresno County employers willing to hire eligible CalWORKs participants.
  • No hiring limit; offers a mutual benefit for both employers and job seekers.
  • Over $15 million in wages reimbursed since the program’s inception.

Pacific Gas & Electric (PG&E) Economic Development Rate (EDR)

  • Manufacturing companies may qualify for up to a 20% rate reduction in their monthly electricity bill through PG&E.
